A tarp is a temporary, protective measure, not a repair. Its only job is to stop water from getting into the house through exposed decking while the actual scope of damage is assessed and the right fix (repair or replacement) is planned without the added pressure of active water intrusion.
Done correctly, a tarp is secured well enough to hold through additional wind and rain, without creating new penetration points in decking that's already compromised. Done poorly, a rushed tarp job can do nearly as much damage as the storm did.
A tarp buys time. It does not answer what the storm actually did to the roof, and that is the question that decides the permanent fix. That assessment is storm damage roofing, and it happens once the water is stopped.
